Hospital Authority – Redevelopment of Pok Oi Hospital (2002-2008)

Mark was Senior Project Manager seconded to the Hospital Authority, responsible for the design, procurement, construction, and handover of the new Pok Oi Hospital development.

A 622-bed, 13 storey, 70,000m2 new-build New Territories Hospital providing general and acute care services, housing A&E, Radiology, 10 Operating Theatres and a full range of in-patient and ambulatory day care facilities developed as a 6-year, 2 stage subvented project (HK$1.7billion).

Lead the in-house client liaison with end-users, finance department, government auditors, site neighbours and local community representatives. Leading the (independently appointed) design team through end-user liaison, user requirements and sign offs, detailed design production, cost and change control, risk management etc. Negotiation of claims and final accounts on multiple construction contracts including the government vetting of additional costs to be met by the Project Vote, and one dispute settled via mediation. Produced bespoke PM planning and procedures for site management and risk management. Lead the multidisciplinary resident site team for the supervision of the construction and fitting-out works.
